UK Seafood Fund Co-Finance Guide

How DEFRA's UK Seafood Fund grant programme works, how to stack grant funding with commercial vessel finance, and Doulton Bridging Finance's role in arranging the commercial co-finance.

What is the UK Seafood Fund?

The UK Seafood Fund is a £100 million government programme administered by the Department for Environment, Food and Rural Affairs (DEFRA), established in the wake of Brexit to support the long-term sustainability and economic viability of the UK fishing and seafood industries. Funding is allocated across four strategic pillars, with the Infrastructure strand being most directly relevant to fishing vessel and equipment investment.

The Fund represents a significant opportunity for fishing vessel operators to access grant co-finance for qualifying projects - reducing the amount of commercial borrowing required and improving the overall economics of vessel or equipment investment. However, the Fund is competitive, application processes can be complex, and not all projects qualify. This guide explains how the Fund works and how Doulton Bridging Finance can help you access the commercial portion of a co-financed project.

The Four Fund Pillars

1. Infrastructure

The most directly relevant pillar for vessel operators. Infrastructure grants support physical investment in UK fishing infrastructure - including vessel improvements, port facilities, processing capacity and related maritime infrastructure. Previous competition rounds have funded vessel safety upgrades, selectivity gear modifications, low-emission engine replacements, crew welfare improvements and electronic monitoring equipment.

2. Science and Innovation

Supports scientific research, data collection and innovation projects that improve fisheries management and sustainability. Less directly relevant to individual vessel operators, but fishing businesses involved in research partnerships or data collection may qualify for elements of this strand.

3. Skills and Training

Funds training for the fishing workforce - fishing safety courses, skipper qualifications, crew development and related vocational training. While not capital finance, this strand can reduce training costs that would otherwise come from working capital.

4. Fisheries Management

Funds stock assessment, fisheries data programmes and management support. Government and NGO focussed rather than individual operator relevant.

Eligible Vessels and Equipment - Infrastructure Strand

While specific eligibility criteria vary by competition round, typical qualifying investments in previous rounds have included:

  • Safety equipment upgrades (life rafts, EPIRBs, AIS, fire suppression systems)
  • Selectivity gear modifications - gear that reduces by-catch and improves sustainability credentials
  • Engine replacement with lower-emission or alternative fuel powerplants
  • Crew welfare and accommodation improvements
  • Electronic monitoring and CCTV systems (increasingly required as a condition of fishing access)
  • Refrigeration and fish-handling improvements that reduce fuel use or extend product quality
  • Solar panels, battery storage and other energy efficiency equipment for vessels

Outright vessel purchases are not typically eligible for UK Seafood Fund grants, but new build vessels that incorporate qualifying equipment improvements may be able to access grant funding for the equipment element of the build cost.

How to Stack Grant with Commercial Finance

Co-finance - using a DEFRA grant alongside commercial lending - is the most common structure for fishing operators accessing the Seafood Fund for significant equipment investments. Here is how it typically works:

  1. 1Identify your project and estimate costs - get supplier quotes for the planned investment and identify the total project cost.
  2. 2Check eligibility against current DEFRA guidance - DEFRA publishes guidance notes for each competition round setting out eligible costs, grant rates, and application requirements.
  3. 3Apply for the DEFRA grant - the application process typically requires a project description, cost breakdown, evidence of match funding, and information about your business. The match funding requirement is where commercial finance comes in.
  4. 4Arrange commercial co-finance in parallel - contact Doulton Bridging Finance to arrange the commercial element. We can provide a conditional offer letter or indicative terms to accompany your grant application as evidence of match funding.
  5. 5Grant offer received - once DEFRA issues a grant offer letter, the commercial finance can be confirmed and drawn down.
  6. 6Project completion and grant claim - the grant is typically paid in arrears on submission of a completion report and evidence of expenditure. The commercial finance covers costs during the project, with the grant reducing the outstanding balance on receipt.

DBF's Role in Co-Finance Arrangements

Doulton Bridging Finance specialises in arranging the commercial finance portion of UK Seafood Fund co-finance projects. We can:

  • Provide indicative terms and conditional offer letters suitable for inclusion in a grant application as match funding evidence
  • Identify the most appropriate lender for your project - asset finance for equipment, secured loans for larger projects, or working capital facilities to bridge grant payment in arrears
  • Structure the facility to align with the grant's timing - for example, an interest-only period during the project build phase, converting to repayment on grant receipt
  • Advise on how grant co-finance affects the overall cost of the project and the economics of proceeding

If you are planning a Seafood Fund application, contact us early in the process - having the commercial element arranged in advance strengthens your application and avoids delays if a grant is awarded.

Current Grant Programme Status - October 2026

The UK Seafood Fund Infrastructure strand has operated through a series of competition rounds since 2021. As of October 2026, we recommend checking the current DEFRA and MMO websites for the latest round status, eligibility criteria and application deadlines. Competition rounds are typically open for 8–12 weeks, with decisions issued 3–6 months after the closing date.

We maintain awareness of current round status and can alert you when a new competition opens if you register your interest with us. The most competitive applications are those that have clearly defined projects, robust cost evidence, and commercial finance pre-arranged - all areas where we can assist.

FAQs

Frequently asked questions

What is the UK Seafood Fund?

The UK Seafood Fund is a £100 million DEFRA programme launched in 2021 to support the long-term sustainability and prosperity of the UK fishing and seafood industry. It operates through four pillars: infrastructure, science and innovation, skills and training, and fisheries management. The infrastructure strand - the most relevant to fishing vessel and equipment finance - provides grants for port and vessel infrastructure investment.

What types of fishing vessel investment are eligible for UK Seafood Fund grants?

Eligible investments under the infrastructure strand have included: vessel safety improvements, selectivity gear modifications, engine replacements with lower-emission powerplants, crew welfare upgrades, electronic monitoring systems, and energy efficiency improvements. The fund does not typically grant-fund the outright purchase of a fishing vessel, but equipment and modifications to existing vessels or new builds can qualify.

How much grant funding can I get from the UK Seafood Fund?

Grant rates and maximum amounts vary by strand and competition round. Infrastructure grants have typically covered 25–50% of eligible project costs, with individual grants ranging from around £10,000 to several hundred thousand pounds for larger port infrastructure projects. Individual vessel grants are typically smaller - check the current DEFRA guidance for the specific round you are applying to.

How does stacking UK Seafood Fund grants with commercial finance work?

Grant co-finance means using a DEFRA grant to fund part of a project cost and arranging commercial finance for the remainder. For example: a £200,000 engine replacement project might attract a 40% DEFRA grant (£80,000) and require £120,000 of commercial finance. Doulton Bridging Finance arranges the commercial element - the £120,000 loan - once the grant offer letter is in place. The grant is paid directly to you or the supplier; the loan covers the gap.

Can I apply for UK Seafood Fund and commercial finance at the same time?

Yes. We recommend beginning the commercial finance pre-qualification process in parallel with the grant application, so that - if the grant is awarded - the commercial element can be arranged quickly without delay to the project. Some grant conditions specify that the project must be completed within a set timeframe from the offer letter, so having the commercial finance arranged in advance is essential.

Asset finance for business purposes is not regulated by the FCA. Rates shown are indicative as at October 2026 and depend on credit profile, term, vessel and deposit. We act as a credit broker, not a lender. Your vessel may be repossessed if you do not keep up repayments.
