How to Finance a Crew Transfer Vessel (CTV) UK

Vessel values, lender options, HP vs finance lease, contracting income as underwriting basis, step-by-step application, and a worked example. Updated October 2026.

The UK CTV Market in 2026

The United Kingdom is home to the world's largest fleet of offshore wind turbines and is investing more than £50 billion in new offshore wind capacity through to 2030. Every offshore wind farm - whether in the North Sea, Irish Sea, or English Channel - requires a dedicated fleet of crew transfer vessels (CTVs) to transport maintenance crews and small cargo to and from turbines throughout the O&M phase, which typically lasts 25 years.

The CTV fleet required to service this expansion is substantial. Industry analysis suggests the UK will require over 1,000 CTVs by 2030, up from approximately 300 today. The typical new-build CTV - an aluminium or composite catamaran of 24–27 metres - costs between £1.8m and £3.5m depending on specification. The aggregate financing requirement for the UK CTV fleet through to 2030 exceeds £2 billion.

This creates an extraordinary opportunity for CTV operators - and an equally significant financing challenge. The right finance structure determines whether an operator can grow their fleet at pace, maintain competitive pricing on O&M contracts, and retain sufficient working capital between charter payments.

HP vs Finance Lease for CTVs

Hire Purchase (HP)

Under HP, you pay fixed monthly instalments over the agreed term. At the end of the term, ownership of the CTV transfers to you automatically (or for a nominal final payment). The vessel appears as an asset on your balance sheet from day one. Best for: Operators who want to own their vessel outright at the end of the term, use capital allowances (Annual Investment Allowance or writing-down allowances), and have a strong enough balance sheet to carry the asset. Lenders: Close Brothers, Hampshire Trust, Paragon, Wesleyan, Shawbrook

Finance Lease

Under a finance lease, you pay rentals over the agreed term. The leasing company (funder) remains the legal owner throughout. At the end of the primary term, you may have the option to continue renting for a peppercorn rental or arrange a sale on behalf of the funder. Best for: Operators who prefer off-balance-sheet treatment, VAT efficiency on rental payments, or who intend to upgrade vessels regularly. Finance lease is popular with larger operators managing multi-vessel fleets. Lenders: Lombard, HSBC, NatWest, Clydesdale

Contracting Income as Underwriting Basis

CTV finance underwriting differs from standard commercial lending in one critical respect: the primary security for most lenders is not the balance sheet of the operating company but the quality and duration of the O&M charter contract. A 5-year contract with Ørsted or SSE Renewables for daily hire rates of £2,500–£4,000 generates predictable, auditable cashflow that most lenders treat as near-equivalent to property rental income.

DBF presents charter income in a lender-ready format that maximises credit appetite. We calculate annual debt service coverage ratios (DSCR) under the proposed facility, stress-test them against downtime assumptions, and present contract terms clearly so lenders can form a rapid and favourable view of credit risk.

Step-by-Step: How to Finance Your CTV

  1. 1Identify the vessel and agree purchase terms. Whether new-build or second-hand, confirm the purchase price, delivery date, and any stage-payment schedule with the vendor or shipyard.
  2. 2Assemble your charter documentation. A signed O&M contract, heads of terms, or letter of intent from the offshore wind operator is the most important document in the credit pack. Include daily hire rate, term, and any mobilisation payment.
  3. 3Contact DBF. We will review your deal and prepare an indicative comparison of the most suitable lenders and facility structures within 24–48 hours.
  4. 4Submit a credit application. DBF assembles the full credit pack - accounts, vessel details, contract documentation, CVs of key personnel - and submits to the most appropriate lenders simultaneously.
  5. 5Receive and compare credit offers. We present all offers clearly, highlighting the total cost of finance, not just the headline rate, so you can make an informed decision.
  6. 6Legal completion. Facility and security documentation is prepared by the lender's solicitors. For HP and loans, a first legal charge over the vessel is registered. Completion typically follows within 2–4 weeks of credit approval.

FAQs

Frequently asked questions

How much does a new-build CTV cost in 2026?

New-build aluminium crew transfer vessels in the 24–27m range typically cost £1.8m–£3.5m ex-works from established UK and European shipyards (Windesheim, Hukkelberg, Windcraft, Alicat). Vessels with advanced fendering systems, dynamic positioning (DP2), and hybrid propulsion attract a premium. Second-hand CTVs in good condition command £500,000–£1.5m depending on age, specification, and any remaining charter commitment.

What deposit do I need for CTV finance?

At 80% LTV, you need a minimum 20% deposit - approximately £360,000 on a £1.8m vessel. At 75% LTV (Shawbrook, Paragon, Wesleyan), the deposit requirement rises to 25%, or £450,000 on the same vessel. Clean Maritime Plan grant funding - if your CTV qualifies as a zero-emission demonstrator - can be used to reduce the net equity requirement significantly.

Can I finance a CTV as a sole trader or partnership?

Yes. Paragon and Wesleyan both have appetite for sole trader and partnership CTV finance. Close Brothers will also consider non-limited company structures for well-established operators. Most clearing bank lenders (HSBC, NatWest, Lombard) prefer limited company borrowers. If you operate as a sole trader or partnership, DBF will identify the lenders most likely to credit-approve your specific structure.

Does having an O&M contract with an offshore wind operator improve my finance terms?

Significantly. A signed O&M contract with a tier-one offshore wind operator (Ørsted, SSE Renewables, Vattenfall, RWE, BP) for a term of 3+ years is one of the strongest underwriting positives in CTV finance. It provides lenders with confidence in cashflow security and reduces perceived credit risk, which translates directly into lower rates, higher LTV, and longer terms. Even heads of terms can improve initial credit appetite.

How long does CTV finance take to arrange?

For a straightforward case - existing CTV operator, clean trading history, second-hand vessel, signed charter contract - we can typically have indicative credit terms within 3–5 working days and formal approval within 3–4 weeks. New-build finance with stage-payment drawdowns takes longer (6–10 weeks) due to the additional complexity of the facility structure and security arrangements. DBF manages the process end-to-end.

Asset finance for business purposes is not regulated by the FCA. Rates shown are indicative as at October 2026 and depend on credit profile, term, vessel and deposit. We act as a credit broker, not a lender. Your vessel may be repossessed if you do not keep up repayments.
