Offshore Support Vessel Finance

Wind Farm CTV Finance - Funding Your Offshore Wind Fleet

Long-term O&M contracts with Ørsted, SSE, Vattenfall, RWE and other tier-one developers used as primary finance security. Fleet finance, refinance, new builds. October 2026.

The CTV Opportunity in UK Offshore Wind

The UK's offshore wind sector is the largest in the world and is expanding rapidly. Approved and consented projects - including Dogger Bank (the world's largest offshore wind farm), Hornsea 3 and 4, East Anglia Three, and numerous Round 4 development zone projects - will add tens of thousands of megawatts of generating capacity through the 2020s and 2030s. Every megawatt of offshore wind capacity requires O&M vessel support throughout its operational life.

For CTV operators, this creates a sustained, long-term demand for vessels that is unprecedented in the history of the UK marine industry. The major offshore wind developers - Ørsted, SSE Renewables, Vattenfall, RWE, BP, Shell - are actively seeking long-term CTV charter arrangements with creditworthy operators who can guarantee vessel availability, safety performance, and crew quality.

The financing challenge is equally significant. A CTV operator winning its first long-term O&M contract may have no more than 12 months' trading history as a CTV operator, even if the underlying principals have decades of maritime experience. Lenders need to be persuaded that the combination of vessel quality, operator capability, and charter contract income justifies the credit risk. This is DBF's specialist territory.

Using O&M Contracts as Finance Security

A signed long-term O&M charter contract with a tier-one offshore wind developer is, in practice, one of the strongest forms of security available in commercial marine lending. It provides:

  • Predictable, auditable cashflow - daily hire rates, operating season, and payment terms are contractually defined
  • Creditworthy counterparty - Ørsted, SSE, Vattenfall, and RWE are all investment-grade rated entities
  • Long-term visibility - 5–10 year contracts give lenders confidence that the debt will be serviced throughout the facility term
  • Assignable income - lenders can take a formal assignment of charter payments, giving them direct recourse to the income stream

DBF structures the security package for CTV finance in a way that makes maximum use of charter contract quality. In many cases, this allows us to achieve better rates and higher LTV than the lender's standard maritime product would otherwise permit.

Fleet Finance for Multiple CTVs

Operators growing from a single CTV to a fleet of two, three, or more vessels benefit significantly from fleet finance arrangements rather than individual vessel facilities. A fleet facility provides:

  • A single credit approval covering all current and future vessels in the fleet
  • Flexibility to add new vessels (drawdown) and remove old ones (repayment) within an agreed envelope
  • Potentially better aggregate pricing than individual vessel deals
  • A single security package and legal documentation structure
  • Simplified administration - one lender relationship, one monthly payment schedule

Lombard, HSBC, NatWest, and Siemens Financial Services all offer fleet facility structures for established CTV operators. DBF has arranged fleet finance for operators with fleets of 2–8 vessels.

Refinance of Existing CTV Fleet

For CTV operators who financed their existing fleet at higher rates - or on shorter terms that are creating cashflow pressure - refinance is often available at materially better terms, particularly where the business has built a track record in offshore wind O&M and can demonstrate consistent charter income. DBF regularly achieves rate reductions of 1–2% on CTV refinance cases, which on a £5m fleet can represent £50,000–£100,000 per annum in interest savings.

FAQs

Frequently asked questions

Which UK offshore wind developers charter CTVs for O&M operations?

The major UK offshore wind developers chartering CTVs for O&M include Ørsted (the world's largest offshore wind developer), SSE Renewables, Vattenfall, RWE, BP (operating Lightsource BP projects), Shell (via its offshore wind portfolio), and TotalEnergies. ScottishPower Renewables and Equinor are also significant CTV charterers. Long-term O&M contracts with these tier-one counterparties represent the strongest possible charter income for lenders underwriting CTV finance.

What daily charter rates are CTVs achieving in UK offshore wind in 2026?

Daily hire rates for 24–27m CTVs in UK offshore wind O&M have risen significantly over 2024–2026 as fleet demand outpaces supply. Typical rates for modern, well-specified CTVs range from £2,800–£4,500 per vessel per day on long-term contracts, with spot-market rates occasionally exceeding £5,000/day during peak demand periods (spring and summer turbine maintenance campaigns). Older or smaller CTVs typically achieve £1,800–£2,800/day. These rates, over a typical 260-day annual operating season, generate strong DSCR metrics that lenders find compelling.

Can I use a single long-term O&M contract as the sole basis for CTV finance?

Yes, for the right contract. A signed 5-year or longer O&M contract with a tier-one offshore wind developer at commercially strong daily hire rates typically provides sufficient cashflow security for most lenders to approve CTV finance without requiring broader balance sheet support. DSCR of 1.5x or above under the contracted rates - after operating costs - is the target. DBF calculates this for every case and presents it clearly to lenders.

What happens to my CTV finance if the charter contract is terminated early?

Most O&M charter contracts have limited termination for convenience provisions - early termination typically requires significant compensation to the vessel owner. Your finance facility will include provisions for prepayment of the outstanding balance using termination compensation. DBF negotiates facility terms that align the security structure with the charter contract - ensuring that if the charter ends, the repayment obligation is covered by the compensation received. This is a critical structural consideration that many operators overlook.

Can I finance a fleet of multiple CTVs rather than individual vessels?

Yes. Fleet finance - a single facility secured against multiple CTVs - is available from Lombard, HSBC, NatWest, and Siemens Financial Services for established operators with two or more vessels. Fleet facilities typically achieve marginally better rates than individual vessel finance (due to reduced lender administration costs and stronger aggregate security) and offer more flexibility to add or remove vessels during the facility term. DBF has arranged fleet finance for CTV operators with fleets of 2–8 vessels.

Asset finance for business purposes is not regulated by the FCA. Rates shown are indicative as at October 2026 and depend on credit profile, term, vessel and deposit. We act as a credit broker, not a lender. Your vessel may be repossessed if you do not keep up repayments.
