Operator's Licence Guide - O-Licence for HGV Operators

Operator's Licence Guide: hire purchase, finance lease and contract hire arranged by an independent, whole-of-market broker. No obligation.

Written by David Doulton · Last updated November 2026

An Operator's Licence (O-licence) is a legal requirement for any business operating goods vehicles over 3.5t GVW for hire or reward, or over 3.5t carrying the operator's own goods. Issued by the DVSA Traffic Commissioner, the O-licence specifies how many vehicles and trailers may be operated, the operating centre, and the conditions of the licence. Without an O-licence, a business cannot legally finance and operate commercial HGVs.

Types of Operator's Licence

Restricted licence

Own-account operations only - carrying your own goods in the course of your business. Cannot carry goods for other businesses for payment. Example: a building company carrying its own materials.

Standard National licence

Can carry for hire or reward within Great Britain. Requires a Transport Manager CPC holder and meets higher standards than Restricted. This is what most hauliers need.

Standard International licence

Can carry for hire or reward within Great Britain and internationally. Requires the same CPC qualification as Standard National. Needed for European haulage (post-Brexit UK-EU road haulage).

What Lenders Look For

  • Copy of O-licence (or reference number if recently granted)
  • Licence type must be appropriate for the proposed operation (hire/reward needs Standard, not Restricted)
  • Number of vehicles authorised on the licence must accommodate the new vehicle
  • Licence must not have conditions or formal warnings that suggest risk
  • If applying for an O-licence, most lenders will consider finance in parallel - evidence of application helps

FAQs

Frequently asked questions

Can I finance a truck before my O-licence is granted?

Most specialist HGV lenders will consider a finance application while an O-licence application is in progress, particularly for first-time operators applying with a credible setup. We help you present this effectively.

What is a Transport Manager CPC?

The Certificate of Professional Competence (CPC) in Road Haulage is a qualification that proves competence in operating a haulage business. The Traffic Commissioner requires a CPC-qualified Transport Manager to be named on every Standard O-licence. The TM can be a director of the company or an external contracted TM.

What is an operating centre?

The location where HGVs are normally kept overnight when not in use. It must be specified on the O-licence. The land must be in appropriate planning use for HGV parking and have adequate amenities for the vehicles.

Can I operate on someone else's O-licence?

No. Each legal entity (limited company or sole trader) must hold its own O-licence. You cannot operate under a subcontractor's or family member's licence.
